Utilities is the domain for essential services. It covers the systems that communities depend on every day. This includes electricity, water, wastewater, natural gas, telecommunications, and waste management.

These are the services that keep cities and towns running. When they fail, people notice right away.

Who This Domain Is For

The Utilities domain is for people who work in essential services. This includes:

• People who work in electricity generation or distribution.
• People who work in water or wastewater systems.
• People who work in natural gas distribution.
• People who work in telecommunications infrastructure.
• People who work in waste management.
• People in customer service, compliance, finance, or leadership roles within a utility.

Utilities covers both public and private organizations. Many utilities are owned by cities or provinces. Others are private companies or public-private partnerships. The credential applies to all of them.

What the Utilities Sector Looks Like

Utilities are among the most regulated sectors. Provincial regulators set rates, approve spending, and oversee service quality. Environmental rules are strict. Safety rules are strict.

The sector runs on large, long-lived infrastructure. Pipes, wires, treatment plants, and transmission lines last for decades. Planning in utilities means thinking 20 or 30 years ahead.

The workforce includes engineers, operators, maintenance crews, customer service staff, compliance officers, and leaders at every level. Many utility organizations face a wave of retirements. Passing on knowledge is a real challenge.

Safety is central. Workers handle high-voltage electricity, confined spaces, hazardous materials, and heavy equipment. Safety culture is not optional in this sector. It is the baseline.

The 13 Bands in Utilities

DEX offers 13 bands across four certification levels. Each band describes a scope of work. All 13 are available in the Utilities domain.

DEX-A has one band:

• Associate Utilities -- Ready to start work and contribute under guidance.

DEX-P has four bands:

• Specialist Utilities -- Works on their own within a defined area.
• Practitioner Utilities -- A go-to person in their field. Handles complex work.
• Lead Expert Utilities -- Shapes how work is done. Guides teams without managing people.
• Strategist Utilities -- Thinks in systems. Shapes strategy. Top of the non-management track.

DEX-M has four bands:

• Team Leader Utilities -- Leads a single team.
• Group Manager Utilities -- Leads multiple teams or a department.
• Area Director Utilities -- Manages managers across functions.
• Division Head Utilities -- Leads at corporate-wide scope. Top of the management track.

DEX-PF has four bands:

• Regional Utilities -- Executive leadership at a city or regional level.
• National Utilities -- Leads across an entire country.
• Cross-Border Utilities -- Leads across more than one country.
• Global Utilities -- Leads worldwide operations. The highest band in the system.

A person does not need to start at the bottom. They may attempt the band that matches their current readiness.

What Certification in Utilities Means

A DEX credential in Utilities tells employers what a person has been assessed as ready to do. It describes a scope of work, not a body of knowledge.

The credential is portable. It does not expire when a person changes jobs, moves to a new city, or shifts to a different part of the sector. It stays valid for 24 months from the date the person passes.

Every DEX-certified holder appears in a public registry. Any employer can look up a holder by name. They can see the holder's level, band, domain, and current status. No login is needed. No fee is charged.

How the Assessment Works

Each assessment has 90 questions. The time limit is 90 minutes. Assessments are online and proctored.

Results are given right away. If a person does not pass, they may retake the assessment. Retakes are charged at 50% of the standard assessment fee.
